Add 1.3 files.

Remove 1.1. It's past EOL, and we can stop building it as we go to start building 1.3.

Improve readme a little bit for build instructions to help with #20
It's not great documentation but better than saying just to build the current repo, which won't work. @rsundriyal feel free to extend the documentation as you feel is necessary but if you're happy with this, we can probably close the issue.

Remove the stale ClamAV 1.0 Cargo.lock file.
The Cargo.lock file that comes with clamav rel/1.0 is newer and resolves 4 dependabot issues.

ClamAV 1.1 is no longer supported (not LTS and past EOL).
ClamAV 1.3 is ready for release.
The clamav rel/1.0 lockfile is newer.

No other images are overriding the lockfile, either, at this time.  We can add a newer one later, if we need to.
